About PACT Animal Charity

For animals. For welfare. For second chances.

PACT Animal Charity believes animals in need deserve a compassionate, dignified second chance. Through rescue, rehabilitation, rehoming, and release, we provide expert welfare to animals in our care - whatever their situation or journey.

Here for animals in need.

Our history and mission

A complete circle of care

PACT is Norfolk’s leading animal welfare charity and only wildlife hospital. For the last 30 years, we have grown around a simple belief: animals in need deserve expert care, humane treatment, and the best possible chance to recover and thrive.

That belief still shapes everything we do. We rescue animals in need, rehabilitate them with skilled, ethical care, and work towards the right outcome for each one - whether that means rehoming, release, transfer to another specialist organisation, or, when it is the kindest and most responsible decision, a dignified end.

Across Norfolk and beyond, we support animals directly while also helping advance animal welfare through education, advocacy, and collaboration. Our commitment is to animals - and it always will be.

Our impact

Measured in care, recovery, and better outcomes

Every animal’s situation is different, so our impact goes beyond numbers. We see it in the rescues we carry out, the treatments we deliver, the recoveries we support, the homes we help find, and the animals we return to the wild.

Our impact also extends to the standards we uphold, the trust we build, and the partnerships and public understanding that strengthen animal welfare across our region.

A real PACT story

Willow and Walter: from urgent care to a safe home

Willow, an abandoned Chihuahua, was found in a laundry basket in a Norwich park with Walter, her one-day-old puppy. Vets discovered that Willow needed an urgent caesarean before she and Walter could be transferred to PACT.

At PACT, they received the warmth, food and attentive care they needed to recover. Willow and Walter later moved into a permanent home with a member of PACT’s cattery team.

Walter was also set to train as a Henry Hallam therapy dog - turning a frightening beginning into the chance to bring comfort to other people.

Their journey brings PACT’s work together in one story: an urgent response, veterinary treatment, recovery, a safe home and a future built around what the animals needed.

Our values

The values that guide every decision

Everything PACT does is shaped by a clear set of values. They guide how we care for animals, how we work with people, and how we communicate our work with honesty, warmth, and responsibility.

01

Humanity

At the heart of PACT is people who care. Compassion, empathy, and respect guide every decision we make - for animals, for people, and for the planet we share.

02

Excellence

We uphold high standards of welfare and ethical practice, combining evidence-led care with consistency, professionalism, and a commitment to doing things properly.

03

Integrity

We do what is right, not what is easy. We act with honesty, accountability, and care - even when decisions are difficult.
